Primary Function

The Program Manager’s primary function will be to provide technical support, expertise, coordination, and supervision to all project officers and CCMs to ensure the successful planning and implementation of the IRIS OVC program.

Responsibilities

  • S/he will work to ensure the implementation of high-quality care and support activities for orphans and vulnerable children.
  • Identify programmatic areas that are lagging behind on service coverage to ensure all necessary actions are taken to address it.
  • Ensure budgets and financial and programmatic reports are submitted on time.
  • Monitor budget spending closely and address issues of overspending or underspending as they arise.
  • Work with different units to ensure the provision of all resources required by officers for program implementation.
  • Performs other related tasks as required and will be responsible for reporting and communicating progress and achievement of the specific assigned tasks to implementing partners.

Minimum Requirements

  • Bachelor’s Degree in Public Health, or International Health or Sciences, or in Management or Social Sciences and any other relevant fields.
  • Minimum of five (5) years of working experience in OVC Care and Support and at least three (3) years of demonstrated experience in managing programs that address the needs of vulnerable children and adolescents, adolescents living with HIV, OVC, caregiver support, economic strengthening, child protection, violence against children, case management, early childhood development, OVC policy, and advocacy.
  • Experience and knowledge of ART Surge Response is a major requirement.
  • Demonstrated skills in project reporting, preferably for PEPFAR-funded OVC programs
  • Knowledge and understanding of pediatric home-based care, gender, stigma, and discrimination.
  • General knowledge of other related disciplines to ensure a proper cross-sectoral approach.

Primary Function

The primary responsibility of this position is to provide support to the day-to-day implementation of M&E activities on Projects at the community and Local government levels. Under the direct supervision of the Program Manager, the M&E Officer will ensure that data entered into National OVC management information system (NOMIS) are up to date at all times. He/she will collaborate with other thematic officers to ensure that accurate and high quality program data are collected and entered into the NOMIS platforms in a timely manner, reports generated along with the narratives, to provide information for OVC programming and management decision making. In addition, he/she will support the training of Community Case Managers, promote program learning and sharing among staff, and stakeholders and encourage data utilization at all levels.

Responsibilities

  • Provide continuous technical support to Community Case Managers in the implementation and use of OVC M&E tools and systems.
  • Facilitate data entry into the NOMIS platform.
  • The M&E Officer will develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program.
  • Support other project staff and Community Case Manager to ensure that the correct tools are used and that accurate reports are submitted on a timely basis.
  • Conduct supportive supervisory visits to project sites /LGA to observe, monitor, provide guidance and quality feedback on the use of data and indicator
  • Maintain hard and electronic copy file of the CBOs Monthly Summary Forms
  • Support in the capacity building and mentoring of Community Case Manager to understand the information needs of IRIS project, donors and other stakeholders and to adhere to M&E standard operating procedures (SOPs)

  • Demonstrated ability in M&E with previous experience in application of quantitative and qualitative research methodologies.
  • At least 3 years of professional experience implementing M&E for programs related to Health, HIV and OVC, programming, of which at least one year with a NGO.

Responsibilities

  • Work with community Case Managers to provide OVC and their families with access to quality Health and Nutrition services in line with the national guidelines.
  • Support the development and implementation of monthly, quarterly, and annual work plans.
  • He/she reports to the program manager and assists in programming for OVC and their families through Health and Nutrition activities to prepare them for graduation/Transitioning
  • He/she will address key aspects of the projects implementation strategy related to the OVC Nutrition, processing of reactive OVC/Caregivers, response to critical ill OVC, and relevant capacity building towards sustainability at state, LGA, Community, and organizational levels
  • He/she will ensure linkage to a treatment facility, tracking of VL and other defaulters, and effective bi-directional referral systems including coordination of escort services and follow-up at the facility and community levels.
  • He/she will support and provides training to caregivers on art drug administration.
  • Provide hands-on and institutional capacity building to community Case Managers on HTS, PNS, nutrition(IYCF, Food demonstration), and referrals linkages
  • Conduct conferences for unsuppressed clients and place them on EAC to ensure VL suppression.

Primary Function

The Household Economic Strengthening Program Officer will provide technical support to Community Case Manager on HES in the capacity strengthening to ensure CCMs provide high-quality livelihood services for vulnerable households and populations. She/he will assist in the development of assessment tools, analysis of household vulnerability assessment results, and articulation of appropriate relevant interventions to address identified gaps and will be responsible for writing HES reports.

Responsibilities

  • Program Officer – Household Economic Strengthening will report to the Program Manager.
  • Promote economic development among vulnerable households and populations (women, youth, young mothers, and people with disabilities) based on a graduation model approach
  • Ensure timely preparation of high-quality training and meeting reports
  • Provide high-quality mentoring, support, and supervision to CCMs on economic strengthening
  • She/he will maintain a strong partnership with implementing communities LGAs, government and private sector players, and other relevant stakeholders in a manner that reflects professionalism and, mutual respect.
  • Work closely with M &E unit to ensure that CCMs properly capture and report HES interventions
  • Monitor progress toward targets; identify and implement approaches to overcome challenges.
  • Develop work plan for HES and food security activities, support timely completion of required work planning and narrative reports
  • S/he will coordinate all the HES&E interventions on the project.
  • He/she will identify adolescents and caregivers to be provided with financial literacy training, cash transfer, linkage to VSLA, and vocational training centers.
  • She/he will support the needs and market assessment working with CCMs to identify thriving businesses within the communities and provide business start-up support.
  • He/she will coordinate the cash transfer intervention of the project across all the supported LGAs.
  • He/she will also assist in ensuring that all project activities in the project implementing LGAs meet effective programming standards and best practices established by BYDEF, CDC, and the Nigerian Government especially the Child Safeguarding Policy and Code of Conduct.
  • He/she will assist in strengthening the technical capacity of CCMs in OVC programming, and service provision as well as guide referrals for the uptake of services.

Minimum Requirements

  • Bachelor’s Degree in Economics, Agricultural Economics Social Sciences or any relevant discipline
  • Minimum of 3 years of work experience in VC programming especially in household economic strengthening with good knowledge of community-based programming and program management responsibilities. Experience working with an international NGO will be an advantage
  • Technical skills and experience in household economic strengthening.
  • Experience in agriculture, food technology, and savings-led microfinance methodology will be an added advantage
  • Demonstrated ability to facilitate training in key areas including savings-led microfinance, private-service provider models, and agro-enterprise
  • Experience working with household poverty and food security assessment tools
  • Demonstrated ability to support CCMs working at a distance to achieve results against program objectives/targets

Primary Function

The PSS program officer will provide technical support in the planning and implementation of adherence and psychosocial support activities and ensures Community Case Manager provide high quality psychosocial support services to Vulnerable children and their families.

Responsibilities

  • Develop monthly work plan for psychosocial support activities in the community
  • Oversees the planning and implementation of recreational activities, Caregivers forum, focus group discussions, and training workshops as instructed by the program Manager
  • Coordinate the Community Case Managers’ training and mentoring for capacity building.
  • Develop comprehensive work plans and budgets for the implementation of quality Psychosocial Support activities for vulnerable children and their families.
  • Conduct field visits to support CCM during psychosocial activities.
  • Conduct individual counselling as part of a therapeutic intervention plan for people identified and referred by the community case mangers
  • Carries out a PSS intervention plan for each client after receiving their consent.
  • Provides continuous psycho-social support via regular follow-up meetings, establishing a relationship built on trust and respecting confidentiality protocols.
  • Closes cases when the objectives in the PSS intervention plan have been met and no further needs have been identified;
  • Supports the planning, implementation and reporting on all protection activities via weekly work plans, schedules and people management;
  • Supports positive team dynamics and a healthy work environment where case workers feel comfortable and supported in sharing experiences, challenges and feelings;
  • Oversees the proper and safe filing and archiving of PSS client files and activity reports files to maintain data confidentiality as per BYDEF and international standards;
  • Carries out all tasks respecting key protection principles, including but not limited to; do no harm; non-discrimination; confidentiality, accountability, and; need-to-know principles.
  • Contributes to regular service mapping, updates to the service directory and support the development of referral systems with different service providers and the local NGO/CSO partner; ensuring good relationships and coordination.
  • Identifies and assists in the analysis of PSS trends in the overall caseload; flagging PSS and security issues and contribute to the identification of appropriate responses;
  • Strengthens existing community-based PSS and peer support group activities, where such exist and help to develop them where none currently exist.
  • Develop and deliver health talks and conduct focus group discussions on psychosocial issues with the children, adolescents and adults 
  • Provide counseling services at the community level within the context of pre-test and post-test counseling
  • Provide adherence counseling to support adherence to medications and retention in care and treatment of the children on ART
  • Work in close collaboration with the Program Officer Health and Nutrition to develop a psychosocial support plan that addresses the needs of each child and guidance
  • Provide age appropriate counseling for disclosure, and support the child and family in the disclosure process
  • Support the formation of age appropriate psychosocial support groups
  • Support the functioning and reporting of the activities of the psychosocial support groups
  • Support the use of age appropriate psychosocial support groups educational material (SOPs, Job aids, image boxes etc.)
  • Carry out any other duty in relation to the project as requested by the Program Manager.

Primary Functions

The OVC-CBO Health facility case worker/ referrals and linkage officer, will be responsible for coordinating Community-Health facility OVC bi-directional services between. He/She is the full time representative of the CBO at the Health facility in implementation of OVC program activities. He/she will work closely with the pediatric and Adult ART clinics at the HFs to ensure zero missed of opportunities for identified children and caregiver’s referral and enrollment in the OVC program. Responsibilities will include; identification of OVC, caregivers and facilitating data transmission to the BYDEF, through line lists generated at the facilities, tracking identified children and caregivers referred to the BYDEF to ensure referrals are completed and successfully enrolled in the OVC program, create connections and strong relationship between community organizations (CBOs) and Health facilities (HFs) to maintain strong OVC/Pediatric corroboration. He/she will also perform any other roles that will be assigned as related to the coordination of intra facility OVC services delivery at the Health facility.

 Responsibilities

  • Obtain line lists on newly identified OVC and caregivers on a daily basis and communicate to CBOs for real time enrollment.
  • Facilitate a complete referral and linkage with proper documentation between the community organization and the newly identified patient registered on ART.
  • Use the designated tracking tool for tracking caregivers referred to CBOs to ensure they are effectively enrolled.
  • Conduct a joint follow up with the CBOs on referred caregivers yet to reach the CBOs or those that are yet to confirm their household visitation for enrollment process
  • Facilitate OVC and caregivers navigate through the facility intra-referral system for ease of access to services and reducing time wasting
  • Optimize the bi-directional referrals systems for all patients to access services and ensure proper and complete referral documentation.
  • Obtain line lists pertaining viral load for OVC and caregivers for use by the CBO to track unsuppressed families.
  • Participate in all OVC/Pediatric corroboration meetings at the health facility facilities as per schedule.
  • Facilitate the process of Enhance Adherence Counselling-EAC for any patient who is not virally suppressed visiting the facility.
  • Per take regular visits at the PMTCT, HTS, Adult ART and TB dots testing units to ensure positive all positive children are known, documented at pediatrics and referred to for OVC enrollment.
  • Responsible for ensuring that OVC folders at the facilities are properly filed and updated with the appropriate forms at the facilities.
  • Responsible for not missing out to every new caregiver, to explaining OVC package at the community and filling and filling the OVC offer form for caregivers willing to participate in the program.
  • Help building confidence and reduce social isolation among caregivers within the facility by support them to navigate through the facility intra-referral system for ease of access to services and reducing time wasting.
  • Participate in the Joint CBO-HF referral coordinators meeting held at the HFs and all OVC-CBO corroboration meetings
  • Flag OVC and caregivers reporting at HF who may require the CBOs emergency support.
  • Make presentation during CMEs at the facilities on OVC subject matters to enhance knowledge among health care workers about OVC program activities

    Primary Function

    The primary function of this position is to provide technical guidance and ensure the implementation of Gender, Adolescents and Protection activities for community-based OVCs support in the component of Treatment, Prevention and Support for OVC Project. He/she in collaboration with other thematic areas officers organizes a range of duties related to Gender, Adolescents and child protection. The OVC Gender, Adolescents and Protection Officer is under the supervision of the Program Manager.

    Responsibilities

    • The Gender, Adolescents and Protection Officer will provide technical leadership in Gender, Adolescents and protection OVC services.
    • The OVC Gender, Adolescents and Protection Officer will have some combination of technical expertise and experience in OVC service areas that include; child protection, education, child rights and advocacy.
    • The OVC Gender, Adolescents and Protection Officer will guide the project technically in terms of: OVC service provision; capacity development and mentoring of community Case Manager and Caregivers on child protection, Gender and Adolescents.
    • Develop detailed annual work-plan for OVC Care and support in child protection and Gender, Adolescents and participates in project evaluations and assessments.
    • Plan for and oversee debriefing training for adolescent youths.
    • Plan for and undertake follow-up trainings for community Case Managers.
    • Prepare and submit timely monthly reports and share with partners as appropriate.
    • Ensure that all the children in the enrolled households have birth registration certificate.
    • Set up child protection committee within the communities the OVC project is being carried out.
    • Conduct sensitization forum during the caregivers meeting on the need to report cases of abuse, neglect & shelter stressing the primary and secondary reasons why cases should be reported as early as possible.
    • Ensure that all enrolled children are protected from abuse.
    • Attend child protection network meeting (CPN)
    • Receive and coordinate referrals, arranging action and reviewing services for children and families.
    • Maintain accurate, confidential and up to date documentation on all cases of safeguarding and child protection.
    • Ensure that children who are victims of abuse are supported appropriately and sensitively.
    • Coordinate the Educational aspect of the project.
    • Ensure mainstreaming of gender, including systematic age and gender analysis, monitoring and evaluation, and reporting, on specific gender issues.
    • Participate in gender norms assessment and analysis and inform programming.
    • Take lead in providing technical support to community Case Managers in developing effective gender focused project strategies.
    • Support relevant training and learning opportunities for community Case Managers to advance knowledge and skills in gender.
    • Contribute to gender knowledge networks through identification of best practices and lessons learnt.

Primary Function

The Community Case Manager ensures that his/her assigned clients receive a coordinated range of client-centered services linking clients with health care, psychosocial and other services. The community case manager is responsible for completing follow-up assessments with clients to include completion of a care plan in addition to seeing clients periodically to address their current needs and checking compliance to medical care and adherence HIV medications. The Community Case Manager reports to M&E Officer Program Officers and Project Manager.

Responsibilities

  • Enroll households according to target streams into IRIS OVC program within allocated communities in Kaduna.
  • Service delivery to enrolled beneficiaries.
  • Work closely with community members to strengthen knowledge and promote awareness on HIV/AIDS prevention through behavioral change.
  • Responsible for clients/cases assigned by supervisor.
  • Assist and encourage clients to access medical care.
  • Maintain assigned clients’ medical and service record files and be responsible for files completeness.
  • Conduct initial comprehensive assessment of clients’ needs and support systems.
  • Develop a comprehensive, individualized service plan and coordination of the services required for implementation of plans for clients.
  • Monitor to assess the efficacy of the plan and periodic re-evaluation and revision of the plan as necessary.
